Is Tourism Replacing the Textile Industry?

Many of the communities in this year's Mayors Institute for Community Design are looking towards heritage tourism to supplement some of their economic loss. Does this have the potential to bring in enough revenue to make a difference? Will the payoff equal the cost of visitor infrastructure?
